Can my husband fix his papers if he was deported?

I submitted an I 130 to my husband but on 2007 they deported him. He declared to be a US citizen to come and see our daughter and they gave him 5 years without entering the US.

Unfortunately, I would need additional information. Claiming to be a U.S. citizen is taken very serious by immigration.
