How can I get my brother recognized as a US citizen if he has a derivative citizenship?

I need help. I have a brother that got deported in 2002 back to the Philippines. He got deported because he never got a letter from ICE and so he missed his court date. So they send him a letter for order of removal. Basically he is a U.S citizen through derivative citizenship. I'm looking for a lawyer for him to get recognized as a U.S citizen so he can come back to the US.
